How does the router manage the request?
The router will receive the broadcast in the interface where the helpers are configured and will send a directed unicast to all the IP helper addresses. So the router will send the request, one-by-one,to ALL the IP helper servers configured one-by-one. Then, Protocol will manage the responses,and the client will decide which DHCP offer to accept. There is no alternation or round robin method applicable in this case. A packet will be sent to each IP helper each time a DHCP broadcast is received.
