This Question is tricky but behalf of the below resource i believe A is correct Answer .
Here is your step-by-step guide to configuring Frame Relay:
The first step should always be to configure the physical interface to use Frame Relay encapsulation using the command encapsulation frame-relay in interface configuration mode.
Configure an IP address on the interfaces or sub-interface using the good old ip address command.
Optionally, configure the LMI type of each physical interace using the frame-relay lmi-type command.
Optionally, change the default Frame Relay encapsulation using the command encapsulation frame-relay. If you use the command on the interface (or sub-interface), it will change the encapsulation for all VCs on the interface (or sub-interface. I personally verified most of the answers to the questions using : Cisco websites, The Official Cert Guide by Kevin Wallace and also Cisco ASR 1006 router I manage for my enterprise company (especially the output of “show” commands)).

The password is very easy to remove, insecure in designer 1.0.2…..
BUT….
Although i agree that everyone should be be able to modify and update there own VCE (Which i do myself and classify into study areas, OSPF, EIGRP etc), networkkingggggg has spent his own time updating and keeping the file correct, also the time involved in creating the drag and drop areas is time consuming.
And in a way i agree there should be a GateKeeper to stop “too many cooks” and other people making profit of NetworkKinggggs time and effort.
That been said. If you REALLY DO want 2.1 for your own study without a password just drop me your email.
Maybe also give NetworkKingggg a break with the attitude its his choice at the end of the day!
